What usually causes it
- A shorted capacitor or MOSFET on the core or memory rail, often after a power cut or a surge
- A failed VRAM chip, or a GPU core that lost contact with the board
- A damaged HDMI or DisplayPort output
- A corrupted video BIOS after a failed flash

- Resistance of every power rail to ground, to find a short
- The power-up sequence, rail by rail, against a healthy board
- Memory and core under load once it shows a picture
- Outputs and BIOS last
